Rilka Macainsh

From March 2008, Beyond Business Connections has been represented in New Delhi, India by Ms Rilka Macainsh.
Rilka brings with her a wealth of knowledge of the Australian public sector, having been in senior positions in a range of Federal Government departments during recent years. Rilka's experience ranges from policy development, through to central agency and service delivery implementation. 
Whilst in Canberra, Rilka has also played an active role in the Australia India Business Council (AIBC) Canberra Chapter. Rilka will be continuing to support the AIBC while located in New Delhi. For more information on AIBC, please visit www.aibc.org.au.
 
Michael Rorke
Defence Senior Consultant
Michael Rorke has extensive experience in the realms of defence, information technology and commercial environments.
 
Michael spent 20 years in the Australian Army in the Royal Australian Corps of Signals (RA Sigs), with career highlights including: working in mainstream signals, two years as an instructor at the School of Signals, 12 months working with the United Nations in Cambodia setting up the communications infrastructure, and time as a technical advisor on Electronic Warfare matters in the 7 Signals Regiment.  Michael also supported the Royal Papua New Guinea Constabulary as an advisor and project manger for their communications system in the Highlands. He worked at DISG for three years as a sub regional manager focused on Information and Communications Technologies (ICT) requirements prior to resigning and joining the business world.
 
Michael's career has a solid grounding in the design, implementation and ongoing management of ICT. He has extensive experience working as a leader of ICT management and strategy within the both the Commonwealth Government and Industry and has substantial commercial experience within the ICT industry delivering products and services to clients. Michael has held many leadership roles responsible for the completion of large and complex ICT projects both within Australia and internationally, and has worked across the Telecommunication Carrier environment which has provided an excellent understanding of service delivery to Government clients. 
 
Michael has a good working knowledge of the Defence Information Environment in particular the construct of the Defence Wide Area Communications Network (DWACN), Defence Secret Network (DSN), and Defence Restricted Network (DRN). Additionally he has a very good knowledge of the tactical “Network Centric Warfare” environment both in tactical applications and tactical narrow & wideband communications. He maintains an updated understanding of carrier capability, technical directions and carrier sales strategies. This combined with an astute commercial mindset, would allow him to extract maximum value for Defence in both existing service contracts and future engagements.
 
Michael's ability to work with customers in understanding their business imperatives and challenges, and to map those to practical and effective technology and people strategies, is second to none. He has been instrumental in implementing transformational change throughout a number of large organisations developing their ICT strategies to provide clarity and purpose achieving excellent results. This has lead him to become an accomplished telecommunications professional with a strong project and business management background who is committed to delivering value.

Gary Allan
Principal Consultant
BE (Electrical), MBA (Tech Mgt), psc, MPD, FAICD, MIE (Aust), MIEEE, CP Eng
Gary Allan has extensive tertiary qualifications and over 30 years military, government and commercial experience in general and senior management, predominately in the field of Information Communications Technology (ICT), strategy development, leadership and management and e-procurement. While in Government, Gary was the Chair of the National e-Procurement Working Group and was directly responsible for the Commonwealth’s e-procurement policy and major inter-governmental e-procurement initiatives. In positions held at Defence, Customs and private ICT companies, Gary has built considerable experience in all areas of ICT management including telecommunications (Satellite Communications (satcom), HF and microwave), and in providing technical, operational, management and business development advice.
 
In 2007, Gary was seconded to Thales for 12 months as Project Manager Headquarters Joint Operations Command to set up their Project Management Office. This project requires knowledge of all fixed and deployable ICT systems including satcom and all secure networks. Gary remains a current adviser to the company.

Gary is used by major international companies for a variety of tasks including providing advice to bid boards (e.g. ‘red team reviews’) for major tender activities, business strategy development, acquisition advice and training of senior staff. He is also the Chairman of the Board of Clear Lead (recently merged with WDScott), and the Australian arm of an international not-for-profit organisation. Gary is a past Convenor of the ACT Branch of the Australian Telecommunications User Group (ATUG).

Paul Conn

Senior Consultant

Paul Conn has had 30 years experience in the public sector. Paul started his career as a social worker in the New South Wales Department of Health and moved to the Australian Public Service. He has been employed in the former Public Service Commission, the Commonwealth Ombudsman's Office, and the Department of the Prime Minister and Cabinet. He was twice outposted to work in Parliament House, working to various Ministers, focussing on the coordination of the Government’s legislation program in the Senate and portfolio/constituency issues.
 
Paul's Senior Executive Service background in the former Department of Social Security and then Centrelink includes five years as an Area Manager in the Hunter region of NSW, two years as the National Manager, Centrelink Call, and leading Business Planning and Performance & Information developments.
 
At the General Manager (Band 2) level, Paul was responsible for managing Business Partnership relationships for Centrelink with major policy departments under purchaser/provider arrangements, with a key focus being the Australian Government's Welfare to Work initiatives, and restructuring Centrelink’s Business Integrity/Compliance functions to achieve greater efficiencies.
 
Other work initiatives Paul has worked on include:
·         Secondment through AUSAID in 1997 to the South African Department of Education, to prepare report on Human Resource reforms;
·         Involvement in the 2004 Management Advisory Committee Taskforce preparing its Report # 4 – Connecting Government; and
·         A series of conference presentations over the years in Australia, the UK and the Philippines, and various publications.
Karyn Walker

Consultant / Project Manager International

Karyn is a communications and marketing professional with leadership experience across business, government and community sectors. Karyn’s focus is on helping companies to succeed and she has a proven track record of delivering excellent results in business and industry development, project management, and strategic communication programs.
As a Manager in the ACT Government, Karyn developed and delivered business development programs both domestically and internationally, including industry seminars and forums, export programs and international delegations (including involvement in the development of the relationship between ACT Government and Greater Washington Initiative). During 2005 and 2006, Karyn was the project team leader in the Centenary of Canberra Task Force Secretariat where she:
-          planned and managed a major two-month public consultation program, including two ideas competitions and a logo design competition
-          carried out community attitudes research and focus groups; generating strong community involvement and support
-          project managed development and launch of two major publications Canberra 100 Blueprint and Strategy Report
-          delivered as series of major events and forums which generated outstanding media coverage and increased the profile and presence of the centenary.
